| ABOUT THE AUTHOR
Paulo Cardinal was Chief Legal Adviser of the Legislative Assembly of the Macau Special Administrative Region, where he worked from 1992 to 2018. He has been a part-time teacher at the Faculty of Law, University of Macau, a visiting academic at the Faculty of Business and Law, University of Saint Joseph, Macau, and a former visiting lecturer at the Faculty of Law, the University of Hong Kong.
